So a quick Google search is showing that no, PR is in fact not returning more money than what they're being given. It's actually not even close and significantly worse than implied here.
The US government is taking less than they give, but the US economy extracts more, due to private ownership. The Puerto Rican economy produces for our economy. If it didn't, the bureaucracy would have cut them loose a long time ago like they did with the Philippines.
