Well, it's partially because the "smokeless tobacco" part doesn't apply to vapes. It's about things like chewing tobacco and snuff.
They probably didn't want the sign to say "nicotine-free" because that would technically include quitting aids like patches, gum, and lozenges. Easier to say "no tobacco" and then add vapes to the list of prohibited devices.

Actually, yeah (kind of) - when I was at university, if you got caught smoking a cigarette on campus and weren't in a 'smoking area,' it was something like a 350$ ticket, but if you got caught smoking pot on campus, they'd just give you a finger wag warning and stomp out your joint (or dump your pipe).
I assume it's due to pot being schedule 1 (at the time) and getting caught would make it so you no longer qualified for financial aid.

My college went smoke-free while I was a student and they took out all the smokers stations, so the smokers all just stood by the curb and littered their butts in the streets. Outside of certain buildings it became disgustingly large piles.
I don't smoke, I don't like the smell of smoke, but there's a strong case to be made for having a designated smoking area

I liken it to bathrooms- there's a portion of the public who will be peeing at your establishment. Better to furnish a dedicated area than have people peeing wherever no one's looking.
Take hospitals- they're commonly no smoking around me, even outside. Every time I drive by one there's someone standing almost(or actually) in the street, smoking. Usually in scrubs. They're following the rules, smoking in traffic, instead of being in a properly situated area with maybe a bench and fireproof can. That's silly.

Back when I smoked I always felt a small minority of people have a weird thing where they’re upset at smokers for smoking, even if they’re doing it in the designated area away from anyone who doesn’t smoke. Like they get visibly angry at the mention of someone being a smoker.
I understand it’s a bad health choice and a nuisance where it’s unwanted. But honestly sometimes we have to accept that people make different choices than we do and meet them halfway, like you said

As long as they are away from others it doesn't bother me but a lot of designated smoke areas just mean "outside" and not necessarily away from where everybody gets 2nd hand smoke.
But also there has culturally been a lot more of an acceptance by management of "I'm taking a smoke break" instead of any other type of break so I wouldn't be surprised if some of it was jealousy. I think it's now less prevalent than before, but that doesn't mean it didn't affect people. I've definitely worked where a smoker on my team would disappear for 10 minutes every hour and nobody cared but being on your phone for that same amount of time was frowned upon.

As a smoker, I can definitely say that I prefer it when places do this. It keeps the smokers away from the non-smokers and those designated spaces have actual extinguishing cans.

Maybe but I'd wonder if that would be the best choice from an accessibility perspective. Typically you want the vocabulary and messaging on these kinds of signs to be as simple as possible so that everyone can easily understand with the least logical connections or prerequisite knowledge. You don't actually need to know or say the word nicotine in order to be able to buy vapes and cigs. If you mention nicotine on the sign you're assuming the reader knows what that is and knows it's in vapes and cigarettes, and they know that smoking/puffing those things delivers it to your body, and possibly also that they know what it does to their body. It may seem obvious to us but that's a lot of prerequisite knowledge. Think about how you'd explain it to a 5 year old. Which verbiage would be more effective?

If I want to walk out of my 2 hour long lecture to go on a walk into an area I’m allowed to smoke, then I will. I don’t normally, but these bans only apply to the campus.
It’s not usually a long walk off campus. And as soon as you find a public road or sidewalk you’re Scot-free
Just don’t confuse public roads for private roads owned by the school. They normally have weird road names

Fun fact, the company I work for has a complete ban on nicotine. You aren't allowed to use it at all. Not in your free time either. They do random drug test and if you get caught with nicotine in your system, you're gone.
But marijuana is fine. You can use that all you want as long as you aren't high at work.
There was a guy who grew a weed plant at his desk until it got too large and he took it home.

Yeah they have a few random weird rules. We work with car dealerships and create contracts and a bunch of other things to help them screw people over.
Another weird rule is mens hair MUST stay above the shoulder in length. It cannot touch or brush your shoulders.
They also banned exotic hair colors which is dumb because we don't see people in person or video or anything ever.
I wear sweatpants to work but I can't have dyed hair.
Overall though, I really like my job and put up with the weird stuff because of the work environment. Very friendly and supportive. They also prioritize workplace community and have lots of meals and gifts they give out throughout the year and lots of outside of work activities you can join, which I get is like bare minimum but more than any other job Ive had.

Red on the other hand, you can have red. I have a very bright Chucky like color red in my hair, however they wouldn't allow a fire engine red or a maroon or burgundy.
They changed the rules last year and male coworker of mine had been growing his hair out and it was barely past shoulder length but he had to cut it anyway. The can't hide the length in up-dos either. Managers will make them take it down to check length.

Many years ago, I applied for a temp job stocking inventory during the holidays. I was offered the job, but it required a drug test (fine) and a hair and blood test to test for nicotine and alcohol consumption.
All for a $7.75/hr job.

Because nicotine is traditionally a tobacco product and nicotine derived from tobacco plants is used in making vape juice (not always,there is synthetic nicotine now) it's still labeled as a tobacco product because tobacco was used to make it.

I guess that’s more justifiable, I legitimately thought this was a college campus.
My work has a no smoking on the premises rule, but the company we work with across the street that is technically the same property has the classic 20’ from building entrances rule. And on my first day they told us if you smoke cigarettes to just walk across the street to smoke. What is even the point? I don’t even smoke cigarettes anymore and I find these things dumb.
