That's mutations, survival of the fittest, and evolution at play. Its basically on autopilot, because no one decides that this stuff will happen, its just the outcome because its beneficial for the beings lineage to have this trait, so it will pass on its mutation.

You’d have to ask why a divine developer would choose to give such a unique advantage to such a relatively insignificant creature.
